JOB RESPONSIBILITIES: This position is responsible for coordinating complex and comprehensive human resources activities with accuracy and legal compliance by insuring federal and state employment and labor laws and regulations are applied to human resources practices. Coordinates agency human resources activities such as forecasting needs and making recommendations; policy and procedures development and dissemination; employee relations issues; and provides training opportunities. Responsible for oversight and/or the completion and submission of HR required state and federal reports. Communicates with agency counsel when necessary. Responsible for the agency classification and compensation program and salary analysis. Manages employee recruitment, and Equal Employment Opportunity Commission (EEOC) standards. Maintains position descriptions for all FTE positions. Oversees the application of Position and Employee Review Formal Management System (PERFORMS) rating and planning stages. Responsible for the management of updates and accuracy of all HR data in SCEIS. Manage filled and vacant FTE's and oversees hire and separation actions of FTE, temporary, temporary grant/time limited, and dual employment. Assigns employee roles through SCEIS User Access. Coordinates with ETV's Finance department to ensure positions reflect accurate budgeting through SCEIS cost distribution. Oversees the implementation and coordination of all employee benefit and retirement programs, as well as Workers' Compensation, FMLA, ADA, FLSA, payroll deductions, death benefits, LWOP and other related benefits. Oversees agency compliance of Federal Affordable Care Act (ACA). Oversees the PEBA EBS benefits reports to include the monthly Accumulator and Reconciliation reports. Oversees employee injury and OSHA reporting. Manages semi-monthly payroll reports and audit reports for accuracy. Researches and resolves errors that are generated during the payroll process. Oversees time and leave management.
Requirements: MINIMUM AND ADDITIONAL REQUIREMENTS: A bachelor's degree and experience in human resources management programs. PREFERRED QUALIFICATIONS: A bachelor's degree and five years of experience in human resources management programs. Knowledge of SCEIS Human Resources Management and Payroll Administration modules. PREFERRED KNOWLEDGE, SKILLS & ABILITIES: Knowledge of principles and practices of human resources management. Knowledge of policies and procedures of the assigned program area(s) and of agency policies and procedures. Knowledge of federal laws and state regulations affecting human resources management. Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures. Knowledge of management and organizational concepts. Working knowledge of the South Carolina Enterprise Information System's (SCEIS) Human Resources Management and Payroll Administration modules. Ability to establish and maintain effective working relationships. Ability to analyze needs and resources and to recommend and communicate solutions effectively. Ability work in fast-paced working environment requiring constant shift in work priorities.
